Are you a former OFW? Or ex OFW? Check to know if you are qualified to apply for the OWWA Balik Pinas! Balik Hanapbuhay Program that will give P20,000 livelihood assistance package.
Ex-OFWs, OWWA active and non-active members may apply for the various Overseas Workers Welfare Administration OFW Loan Programs and Livelihood Assistance. This iSensey article will focus on the benefit that former OFWs who failed to complete their contracts can get from this government agency.
BPBH Program for exOFW
If you are an ex-OFW and you were NOT ABLE TO FINISH your contract for reasons beyond your control, example there is a change in the labor policy of the country you were working in, or you were forced to go home because of conflict or war, or you were a victim of illegal recruitment, etc, you can apply for this special program of OWWA called “Balik-Pinas! Balik-Hanapbuhay! Program”.
Not all ex-OFWs will become beneficiary of this OWWA program. Kailangan mo muna ma-meet ang qualifications bago ka maging “availee”.
FOR FORMER OFWS WHO WERE NOT ABLE TO FINISH CONTRACT
The “Balik-Pinas! Balik-Hanapbuhay! Program” or BPBH Program will not give the ex-OFws outright cash. What OWWA will do is give you a LIVELIHOOD PACKAGE and starter kit worth P20,000.
What will happen? Instead of getting the twenty thousand pesos cash if you are qualified, you will be first enrolled in a livelihood program to gain technical skills and/or training in business and entrepreneurship. You will also get a “starter kit” to help you on your new venture. This program will help you develop the mindset and skills to start a new business and make it a success.
As a result, you will be able to provide for your family in the months and years to come, not just as one-time-big-time-cash-assistance.
OWWA is teaching you how to fish, instead of giving you the fish directly, as the popular saying goes. You don’t have to go abroad again to work because it is hope that your new business in the Philippines will flourish.
“The essence of BPBH is to teach OFWs to be their ‘own bosses’ hence teach them the value of “self-reliance”, and, eventually, “self-esteem”, said OWWA Administrator Hans Leo J. Cacdac.
One of the goals of OWWA for the BPBH P20,000 assistance program is to help turn the former OFW into a negosyante or entrepreneur. Part of the P20,000 may be given in cash as a starting capital but the bulk of this is for the skills training and business-mindset development.
Are you eligible to apply?
There are TWO MAJOR considerations for an ex-OFW to qualify for this program.
1.You must be an ex OFW who was not able to finished the job contract due to things beyond your control.
a. You were maltreated in any way by your employers, which forced you to quit your job before your contract ends.
b. Your salary was withhold so you have no choice but to go home.
c. There is an ongoing conflict or war where you were working, and was repatriated back to the country.
d. The company you worked for was downsizing its work force, and unfortunately, you were let go. Pinauwi ka ng companya.
f. There is no job waiting for you when you arrive abroad or the job given to you is different from what is in your contract, in-short you were a victim of illegal recruiter.
g. and other similar situations.
OWWA personnel will be the one who will evaluate your situation if you can avail or not avail the Balik Pinas Balik Hanapbuhay Program.
2. You must apply WITHIN one year after your return to the Philippines.
If you will apply for this program but you have returned to the country for say 1 year and 1 month already – your request to participate in the Balik Pinas! Balik Hanapbuhay Program will be disapproved.

How to Apply?
If you fulfill the qualifications, go to the nearest OWWA Regional Office as soon as possible. Ask for the form for Balik Pinas Balik Hanapbuhay Program. You can also ask them for the full list of required documents for BPBH.

The program can be availed only once by eligible beneficiaries and within one year after return to the country.
