[LIST] EXEMPTED Persons from Taking the Civil Service Exam

Are you exempted from taking the Civil Service Exam? Or do you need to take the CSE exam first before you can work for the government?

A Filipino can acquire Civil Service eligibility even without taking the Career Service Examination. As of 2019, there are 11 different eligibilities created under special laws to qualified individuals.

If you belong to any of the special groups listed on this post, then you are exempted from taking the Civil Service – Career Service Exam (CSE). You can apply to a government post even if you did not take CSE Pen or Paper Test or COMEX.

What you need to do is to process your CS eligibility certificate. Which means you must fulfill all qualifications and submit all needed requirements first; once completed, you will be granted Civil Service Eligibility.

After you get the Civil Service eligibility certificate, then you can now apply to the government agency you are interested in.

*Specific exempted group will only be granted Civil Service Sub Professional eligibility. If you want to get promoted to higher positions in the government you need Civil Service PROFESSIONAL eligibility.

Eligibilities Granted under Special Laws and CSC Issuances

The Civil Service Exam exemption list below is just an overview. The required documents and process per group are not discussed in details. If you are really interested, it is best to visit the nearest Civil Service Commission branch in your city of province to ask about the full list of required documents so you can begin to process your Civil Service eligibility certificate.

LIST OF Civil Service – Career Service Exam EXEMPTIONS

BAR PASSERS – Those who took the BAR EXAM and passed are automatically granted eligibility to work in the government.

BOARD EXAM PASSERS – Those who took and passed any of the licensure board exams conducted by PRC will also get automatic exemption from the Civil Service Exam. As of 2019, these are the Professional Regulatory Boards:

  • Agricultural Engineering
  • Agriculture
  • Architecture
  • Chemical Engineering
  • Chemistry
  • Civil Engineering
  • Criminology
  • Customs Brokers
  • Dentistry
  • Electrical Engineering
  • Electronics Engineering
  • Environmental Planning
  • Fisheries Technology
  • Foresters
  • Geodetic Engineering
  • Geology
  • Guidance Counseling
  • Interior Design
  • Landscape Architecture
  • Librarians
  • Master Plumber
  • Mechanical Engineering
  • Medical Technology
  • Medicine
  • Metallurgical Engineering
  • Midwifery
  • Mining Engineering
  • Naval Architecture and Marine Engineering
  • Nursing
  • Nutrition and Dietetics
  • Optometry
  • Pharmacy

COLLEGE / UNIVERSITY GRADUATES WITH HONORS – Those who graduated earning a bachelor’s degree from any college or university in the Philippines WITH HONORS, Cum Laude, Magna Cum Laude, Summa Cum Laude, are automatically granted Civil Service Eligibility. No deadline on getting the CS eligibility certificate for these individuals as long as required proof/documents are submitted.

HONOR GRADUATE OF OVERSEAS SCHOOLS – Those who graduated from universities and colleges abroad WITH HONORS, Cum Laude / Magna Cum Laude / Summa Cum Laude, will also get Civil Service Eligibility.

SCIENTIFIC AND TECHNOLOGICAL SPECIALISTS – Those who graduated from the following courses will also enjoy Civil Service Eligibility AS LONG AS you have at least 3 years of teaching experience in a university and you have Master’s Degree:

  • Natural Sciences
  • Engineering Sciences
  • Mathematics
  • Information and Communication Technology
  • Environmental Science
  • Food Science

ELECTRONIC DATA PROCESSING SPECIALISTS ­-  Those who were able to successfully passed the proficiency test and training course of the National Computer Center (NCI – ICC) for the following courses are also Civil Service eligible:

  • Systems Analysis and Design
  • Computer Programming
  • Visual Basic
  • JAVA
  • MS Access

BARANGAY OFFICIALS – Duly elected barangay officials like barangay captain and kagawads or councilors who have rendered service as barangay official for AT LEAST 5 years are exempted from CSE. This also include individuals who were appointed to their posts like Barangay Secretary and Barangay Treasurer, again provided that the individual must have work in the same capacity for minimum of 5 years.

For this case, the Civil Service these individuals will get are Sub Professionals.  Make sure to apply within the allotted time of 2 years after your service to the barangay ended, otherwise, your exemption will be gone.

*We are verifying if only those who served the barangay from 2010 and up are qualified. iSensey will update this post once confirmed.

Sangguniang Kabataan chairpersons are part of this directive BUT they will not meet the 5-years-minimum-service rule, considering that the SK Chairman only has a tenure of 3 years and cannot be re-elected. If you know of any update about the case of SK chairman, please leave a comment.

BARANGAY AND HEALTH WORKERS – BHWS workers who have rendered AT LEAST 5 years of service as a Barangay Health Worker are also exempted under Republic Act 7883.  The grant is Civil Service SUB-Professional. Check with the Civil Service Commission on what requirements you need to pass to get the certificate.

BARANGAY NUTRITION SCHOLAR (BNS) – Based on Presidential Decree 1569, a barangay based volunteer worker who have rendered at least 3 years of service will be granted Civil Service Sub  Professional eligibility certificate upon submission of required documents.

There are more exemptions like SKILLS ELIGIBILITY for those who are practicing automotive mechanic, plumber, laboratory technician, carpentry etc as well as VETERAN PREFERENCE RATING (EO 132/790). But iSensey still needs to get more info on this before we can share the details.


Again, let us remind everyone:

These special groups and individuals will have Civil Service Eligibility, YES, but you still need to submit all required documents plus you need to fill-up the appropriate Civil Service form to get your certificate of eligibility. Kailangan pang iprocess ang papers niyo.

Hindi po automatic that just because you have exemption from taking the career service examination that you will be hired right away. NO.  Once you have the CS certificate of eligibility, you still need to apply to a government post.

If you don’t belong to any of the exempted persons, you can take the Civil Service Pen and Paper Test for 2019 or the COMEX 2019.

Inquire direct with the Civil Service Commission for the full list of required documents to process your certificate of eligibility.

        Sorry po nasa Brgy.Officials po pala yung category nyo. Subprof din po yan pagnatapos mo yung terms mo. Within 2 years after your term, e process mo na agad para hindi maging invalid.

        Yes po. Under po kayo sa kategorya ng BARANGAY OFFICIALS kasama npo dun pati mga appointed na brgy.workers. Subprof po yung eligibility nyo.

      yes po. subprof po yan basta within 2 years upon the end of your term, e process nyo na agad. paglumagpas kasi sa 2 years maging null & void napo yung certification nyo.

    Nakasaad po sa inyong naitala na exempted po Yong nakapasa sa board exam. Pero sub professional Lang po. Mag exam pa po ba para makakuha ng CSFLE?

      yung Board at Bar Exam po ay equivalent ng Professional Eligibility ayon sa R.A. 1080. ang mga ito ay magiging Subproof lamang kung ang kursong natapos mo ay less than four years. Halimbawa yung midwifery, 2-3 years lang po yan, kaya yung Board Exam nya ay equivalent lang po sa Subprof. Pero kapag Bachelor’s degree ka or more than 4 years at napasa mo yun Board/Bar automatic Prof nayan.

    Hello, naka passa na ako sa LET tapos nagtake parin ako ng civil service pagkatapos, paano kung failed ako sa civil service exam hindi na ba valid yung exemption ko as board exam passer? Ngayon ko lang kasi nalaman na may exeption pala pra sa board exam passers. Thank you sana may mag asnwer nag question ko. God bless po

      Pagnakapasa ka na ng Board Exam, automatic na Professional Civil Service Eligible ka na. Kaya kahit makapasa ka man o hindi sa SCE mo, yung LET mo still walang kinalaman yun. You’re still eligible parin po. Yun nga lang kailangan mong magrenew ng PRC ID mo every three years po.

    Ang Graduate po ba ng Doctor of Philosophy in Mechanical Engineering (PhD-ME) sa De La Salle University ay pwede ng exempted sa Civil Service Exam? at yong Graduate din po ng Master of National Security Administration (MNSA) from National Defense College of the Philippines (NDCP)?

      Yes po as long as nakapag teach ka atleast three years po. Di ko po alam if anu equivalent nyan sa SCE. Visit nlang po at magtanung sa pinakamalapit na tanggapan ng CSC.palagay ko po under po kayo sa categorya ng SCIENTIFIC AND TECHNOLOGICAL SPECIALISTS

      Hindi po kayo exemted unless graduate kayo ng masteral o doctoral or nakapagteach kayo atleast 3 years in your field.

    hi, Gov’t employee po ako ng 21 yrs, as casual only, position mechanical/electrical equipment operator-II in 18 yrs,and then mechanical shop foreman for 3yrs up to now, can i have a chance of exemption for CSC exam if what are the requirements , thanks very much for immediate respond…
